Customs Export Handling — Export Declarations Across the Netherlands

We handle export declarations for air freight shipments to any destination worldwide. As an authorized consignor, we can issue T2L documents ourselves and have export shipments depart under customs control directly from our location.

An export declaration is mandatory for goods leaving the European Union. Without a properly submitted and confirmed export declaration, the shipment is not allowed on board. This is especially critical for air freight: airline cut-off times are strict. We manage the entire export process under our own authorization, for air freight from Schiphol and for road freight export nationwide.

Aircargo.nl is AEO-F certified and holds the Authorized Consignor (ACR) and Authorized Issuer permits proving the customs status of Union goods (ACP). This means we can, under our own responsibility, have export shipments depart and issue T2L documents without Customs needing to be physically present at the departure point. For you, this means shorter turnaround times and proven reliability in your export process.

Documents and Compliance Check

We receive your commercial invoice, packing list, and any relevant permits or certificates. We check if a dual-use permit, sanctions check, or CITES applies.

Prepare Export Declaration

We prepare the export declaration (EX1) via DMS and assign the correct regulation code. For countries with preferential trade agreements, we also issue the EUR.1 or A.TR certificate.

Submit and Confirm

After Customs approval, you receive an MRN number. We link this to the air freight booking and issue the ECS confirmation message (goods exited) after physical export.

Proof of Export

After the shipment departs, we close the declaration with the 'Goods exited' message. This serves as VAT evidence for your records (0% export rate).

  • Electronic Export Declaration via DMS
    We file declarations under our own authorization, with direct or indirect representation — also for clients outside the EU.
  • Origin Documents and Preferential Certificates
    EUR.1 for preferential destinations, A.TR for Turkey, invoice declaration (REX) for approved exporters.
  • Preparation of T1 and T2 Transit Documents
    For transit under customs control within or via the EU: T1 (non-Union goods) and T2 (Union goods).
  • Self-Issuance of T2L and T2LF
    We have the authority to issue T2L and T2LF ourselves — with ACP permit proving Union goods status without customs office involvement.
  • Sanctions and Dual-Use Compliance
    We screen for sanction countries, dual-use permits, and export controls — especially relevant for electronics, machinery, and chemical products.
  • Proof of Export for VAT (0% Rate)
    For air freight export, we close the declaration after shipment departure so you have valid proof of export for your VAT records.
Authorized Consignor — Direct Departure Under Customs Control

With our ACR (Authorized Consignor) and ACP (Authorized Issuer Union Goods) permits, export shipments under customs control can depart directly from our location or your customer's. Customs does not need to be present for seal checks. This is a key advantage for time-critical air freight and large volumes.

What Documents Do You Need for Export?

  • Commercial Invoice
    With correct customs value, currency, Incoterm, and goods description — aligned with your sales administration.
  • Packing List
    Number of packages, gross and net weight, dimensions, and if applicable UN numbers for dangerous goods.
  • Origin Document
    For preferential tariffs in the destination country: EUR.1 (most free trade agreements), A.TR (Turkey), Form A for APS countries, or REX declaration.
  • Possible Export Permit
    Required for dual-use goods, military equipment, and specific chemicals — we check if this applies.
  • Product-Specific Certificates
    Separate certificates apply for plants and plant products, animal products, or CITES species.
  • Your EORI Number
    Mandatory on the export declaration as identification of the exporter.

Preferential Origin: Reduced or No Import Duties for Your Customer

Many export destinations have a trade agreement with the European Union. For the most common ones such as the United Kingdom, Switzerland, Japan, Singapore, Canada, Vietnam, and South Korea, your goods can be imported duty-free, provided you can prove the goods meet the origin rules. We prepare the correct origin document, check compliance with the rules, and advise you on the correct wording for an invoice declaration.

Proof of Export for Your VAT Return

An export shipment outside the EU can be invoiced with 0% VAT. The tax authorities require you to prove the goods have actually left the Union. The 'Goods exited message' from the Customs system (ECS) serves as valid proof. We send you this message by default after departure confirmation, so your VAT records are complete.

Cut-off Times and Collaboration with Air Freight Agents

For air freight, airline cut-off times are binding: missing them means postponing to the next flight. We coordinate our declaration with the airline cut-off so your shipment is MRN-confirmed and on board on time. Combine our customs and air freight service and you have one point of contact for the entire process.

From which locations can Aircargo.nl prepare an export declaration?

For air freight export, we handle the export declaration at Schiphol. For road or sea freight, we can prepare the declaration from any location in the Netherlands. Our ACR permit allows the shipment to depart under customs control directly from your location or ours.

What is an MRN number?

The MRN (Movement Reference Number) is the unique number Customs issues after accepting your export declaration. This number travels with the shipment and is needed to link the ECS 'goods exited' message after physical export.

What is an EUR.1 certificate and when do I need it?

An EUR.1 is a certificate of origin your buyer can use in the destination country to benefit from a preferential (reduced or zero) import duty rate. It is used for most EU free trade agreements. For shipments under €6,000, often an invoice declaration suffices.

When is a T1 or T2 needed?

A T1 is a transit document for non-Union goods transported under customs control within or through the EU. T2 is the same but for Union goods. Both require a security deposit, which we arrange under our CGU permit (continuous guarantee).

Can Aircargo.nl also export on behalf of a client outside the EU?

Yes. For clients outside the EU, we act as an indirect representative. We submit the export declaration in our own name but on your account. For this, we sign a written power of attorney in advance.
