EORI stands for Economic Operators Registration and Identification. It is a unique registration and identification number for businesses involved in customs matters within the European Union. Every customs declaration—whether import or export—requires a valid EORI number from the declarant. No EORI: no declaration, no release, no delivery. Period.
The good news: an EORI number is free, issued within three business days in the Netherlands, and in many cases, you can create it yourself. This overview shows exactly when you can create it yourself, when you need to apply via the Tax Authorities, and what you need to get started. When Do You Need an EORI?
- Filing Customs Declarations — Import and ExportExport and import declarations are only possible with a valid EORI number from the declarant.
- Communication with CustomsFor inquiries, inspections, or permit applications, Customs identifies you by your EORI number.
- Applying for Customs PermitsAn AEO permit, an Article 23 permit, or a customs warehouse permit—all are linked to an EORI.
- Registrations with Other AuthoritiesCertain goods—such as plants, food products, or dual-use items—require a TRACES or CITES registration connected to your EORI.
- Separate EORI for Trade with the UKSince Brexit, you often also need a British EORI (starting with GB) for trade with the United Kingdom. This is applied for separately through HMRC.
EORI Is Not the Same as Your VAT Number
A common confusion. Your VAT number (turnover tax number or VAT identification number) is for the Tax Authorities and VAT administration. Your EORI is for Customs and customs declarations. Both numbers may look similar—for Dutch BVs your EORI is often 'NL' + your RSIN, and your VAT number 'NL' + your RSIN + 'B01'—but legally they are separate. You need both for international trade.
EORI for Foreign Clients
Are you based outside the EU and want to import or export via the Netherlands? Then you apply for an EORI number with the Dutch Customs via an application form for foreign companies. The number you receive remains NL-related as long as the Netherlands is your place of first registration. For shipments where you have no establishment in the Netherlands, you can choose to appoint a Dutch fiscal representative—a separate service we do not offer directly but can assist you with through a partner.
EORI and Brexit — What Has Changed?
Since January 1, 2021, the United Kingdom no longer counts as an EU country for customs purposes. For trade with Great Britain, you now need a British EORI (starting with GB) in addition to your EU EORI. Northern Ireland has a special status—for trade with Northern Ireland, under certain conditions, you can use your EU EORI (XI number). We monitor this and assist where necessary to correctly apply both numbers.
Frequently Asked Questions About EORI
Can I Create My Own EORI Number?
For a Dutch BV or VOF filing declarations yourself, you can create it yourself: 'NL' + your RSIN (found on your Chamber of Commerce extract). Sole proprietorships and foreign companies apply through the Tax Authorities. Did a customs broker file your declaration without you filing yourself? Then you still have to apply formally.
How Much Does an EORI Application Cost?
Applying costs nothing. Validation and use are also free. You can hire paid advice from a customs consultant if you are unsure about the proper procedure.
How Long Does It Take to Get My EORI?
When applying through the Tax Authorities, you usually receive your number within 3 business days by email. If you create it yourself, your number is immediately available but must be activated once upon the first use in a declaration.
How Long Is an EORI Valid?
An EORI number is valid indefinitely as long as the business is active. It can be revoked upon cessation of activities or bankruptcy. For a new start, you can apply for a new EORI.
Is My EORI the Same as My VAT Number?
No. An EORI is for customs matters, a VAT number is for VAT filings with the Tax Authorities. For Dutch BVs, both numbers often share the same RSIN base, but legally and functionally they are separate. You need both for international trade.
